About the Procurement
Tātou Collective invites eligible organisations and community groups to apply for Procurement Funding 2026, supporting two targeted investment pathways:
- Targeted Support Services
- Community Based Capability Building
What it is
This procurement is a strategic commissioning process, not a general grants round. It is a formal Request for Proposal (RFP) process to commission services and initiatives aligned to Tātou Collective’s Investment Strategy 2025 to 2028, focusing on Targeted Support Services for whānau who are already engaged in Whānau Ora Navigator Services and Community Based Capability Building to provide support to vulnerable whānau.
Targeted Support Services - Closed tender
The Targeted Support Services funding supports services that remove specific barriers stopping whānau from progressing with their Whānau Plans. Navigators often work with whānau who are ready to move forward, but progress can stall when services are hard to access, slow to respond or not culturally aligned. This funding is designed to fill those gaps by supporting targeted, practical services such as housing stabilisation, employment and training pathways, youth transitions and family wellbeing support, so whānau who are already engaged in Navigator Services can act earlier and avoid situations escalating into crisis.
A closed tender approach: A closed tender is a procurement approach where only selected providers are invited to apply. A closed tender approach has been adopted for Targeted Support Services as this funding is targeted to whānau already engaged in Navigator Services and requires providers with established relationships, proven delivery capability and immediate readiness to respond. This ensures timely, efficient use of a relatively small funding allocation and reduces delivery and procurement risk.
Community Capability Building – Open tender for a panel of suppliers
The Community Based Capability Building fund supports community‑led initiatives that strengthen the trusted spaces where whānau connect, seek support and build resilience. This funding focuses on prevention and early intervention for high need whānau by investing in churches, cultural organisations, youth groups and other community networks that support wellbeing before challenges become more complex. By strengthening community capability and leadership, this fund helps extend the reach of Whānau Ora beyond intensive services and supports whānau to access help earlier, closer to where they live and belong.
An open tender approach: An open tender is a procurement approach where any eligible provider can apply through a publicly advertised process. An open tender approach has been adopted to enable a broad range of providers to participate, supporting the development of a strong local network of Tātou delivery partners, building capability where it is needed and ensuring value for money.
Purpose
The purpose of this procurement is to direct targeted investment to:
- Address well-evidenced service gaps and system constraints that slow whānau progression
- Strengthen culturally grounded and trusted services and community responses
- Support earlier engagement and prevention through community-based settings
- Reduce long-term reliance on crisis and high-cost services
Who it's for
This procurement is designed to support two distinct but related population groups:
- Whānau currently engaged in Navigator Services where additional targeted support is required to address specific barriers, accelerate progress and enable sustained change through the Targeted Services pathway.
- Pacific families and communities experiencing high levels of need and vulnerability, where early, community-led support could reduce pressure, stabilise circumstances, and prevent progression into crisis or more intensive system involvement.
Who should apply
This procurement is intended for organisations and groups that can demonstrate strong reach, trust, and delivery capability within Pacific whānau and communities experiencing the highest levels of need. Applicants must be able to show that they:
- Have a deep understanding of Pacific cultural values, belief systems and ways of working, and can demonstrate how these are embedded in their organisational practice, governance and service delivery approaches
- Deliver services in ways that are culturally grounded, relational and responsive to Pacific families and communities, including the ability to engage across language, identity and community contexts
- Can evidence a track record of achieving results for Pacific families and communities in complex or high-need contexts
- Demonstrate delivery readiness, including workforce capability, governance and operational systems
- Align clearly with one of the defined funding pathways and the outcomes sought through this investment
Priority consideration will be given to organisations that can demonstrate that these cultural approaches are intrinsic to how they operate, rather than applied as an add-on to mainstream service models.
Funding Available
The funding available to support these two targeted investment pathways per annum is as follows:
- Targeted Support Services – $3,000,000 per annum.
- Community Based Capability Building fund – $2,000,000 per annum.
Funding amounts and contract terms will vary by pathway and the proposals received. All funding is subject to:
- Competitive evaluation against published criteria
- Due diligence and contracting requirements
- Performance and reporting obligations
